Edo State Violence Against Persons (Prohibition) Law, 2021 prohibits female genital mutilation!
Section 11(1):
Circumcision or genital mutilation is strictly prohibited.
Section 11 (2):
Where a person perform circumcision or genital mutilation on a female (be it a baby girl or woman) or engages the services of someone else to carry out the circumcision, such person has committed an offence and liable on conviction to 4 years imprisonment or to pay fine of 500,000.00 naira or to both as the case may be.
Section 11 (3):
Where a person attempts to commit the offence of circumcision or genital mutilation (cutting of a girl’s clitoris on order to subject her to low sexual libido in the guise of reducing promiscuity), such person/s will be liable on conviction to 2 years imprisonment or 300,000.00 or to both.
Section 11 (4): This concerns medics:
When a person encourage by aiding, abets or get someone (be it midwife, Doctor, Nurse or herbalist) to circumcise a female child, such person has committed the offence as stated in subsection 2; to the effect that circumcision was performed, such person will be liable on conviction to 4 years imprisonment or to pay fine of 500,000.00 or to both the fine and 4 years imprisonment.
Section 11 (5):
When a person protects someone that has committed the offence of circumcision; instead of handing such person to security agency, such person will be held liable for covering or sheltering someone who has committed the crime of circumcision. The penalty is a term of 2 years imprisonment or 300,000.00 or to both the fine and imprisonment.
Ignorance of the law is no excuse.
